258 Richmond Street – The purpose and effect of this zoning change is to allow for a broader range of commercial and residential uses and to recognize the existing setbacks, lot coverage, parking, and bicycle parking on site. Possible change to Zoning By-law Z.-1 FROM a Restricted Service Commercial Zone (RSC2/RSC3/RSC4) TO a Business District Special Provision (BDC (_) Zone. Special provisions would include Hotel and Assembly Halls as additional permitted uses, and recognize a lot frontage of 5.6m whereas 8m is required; a lot coverage of 85% whereas 70% maximum is required; 0 vehicle parking spaces whereas 4 spaces are required; and 0 bicycle parking spaces whereas 2 spaces are required. 991 Sunningdale Road West – The purpose and effect of this zoning change is to permit a single detached non-agricultural dwelling. Possible change to Zoning By-law Z.-1 FROM an Agricultural (AG1) Zone TO an Agricultural Special Provision (AG1(_)) Zone. Special provisions are required to permit a single detached dwelling as an additional permitted use and a 7.2m setback from the ultimate road allowance whereas a minimum of 20m is required. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

3195 White Oak Road– City Council intends to consider removing the “h-94” Holding Provision from the zoning of the subject lands.  The purpose and effect of this zoning change is to remove the holding symbol to allow development of the lands for single detached dwellings. The purpose of the “h-94” provision is to ensure that there is a consistent lotting pattern in this area, the “h-94” symbol shall not be deleted until the block has been consolidated with adjacent lands. London Endowment Fund for Heritage –The London Endowment Fund for Heritage, administered by the London Community Foundation, is accepting applications for grants. Notice of Public Participation Meeting – 2021 Council Compensation Review Task Force Recommendations – Wednesday, March 9, 2022, not to be heard before 10:00 AM, Committee Room #5, City Hall (2nd Floor), 300 Dufferin Avenue.  The 2021 Council Compensation Review Task Force will hold a public participation meeting to receive comments regarding the 2021 Council Compensation Review Task Force Recommendations. The Task Force is charged with reviewing and providing recommendations on Councillors’ compensation. The recommendations will be reported to the Strategic Priorities and Policy Committee on April 5, 2022, and will inform the remuneration of Councillors beginning with the next term of Council.

During the COVID-19 pandemic, Task Force meetings are held virtually by Zoom, and hosted at City Hall. Information and the staff report (available by Noon on Wednesday, March 2, 2022) regarding the above-noted matter will be posted on the City of London’s website at www.london.ca. The City of London (the City) is undertaking a Schedule B Municipal Class Environmental Assessment (EA) to identify the preferred solution for flood protection and climate change resiliency at the Greenway Wastewater Treatment Plant (WWTP). 

Background:

In April 2019, the City declared a climate emergency to deepen its commitment to protecting its economy, ecosystems, and communities from climate change through adaptation and mitigation initiatives.
The City secured federal funding through the Disaster Mitigation and Adaptation Fund for this project at the Greenway WWTP, as well as for climate change resiliency improvements at the Greenway WWTP.
This project has sought to identify a preferred flood protection approach to improve asset resilience, enhance treatment capabilities, and improve plant safety. The approaches first outlined at PIC No. 1 have been evaluated, including a flood barrier, an effluent pumping station, and other upgrades to protect critical infrastructure assets and reduce the environmental impacts of flooding. PIC No. 2 will outline the preliminary preferred solution, including integration of public and agency comments to date.
At the end of the study, a project report documenting the entire study process will be available for public review.

Notice of Completion – Wastewater Treatment Operations Master Plan

The City of London is concluding its Wastewater Treatment Operations Master Plan, which has been completed as a Master Plan in accordance with the Municipal Engineers Association Municipal Class Environmental Assessment (2000, as amended in 2007, 2011 and 2015). The Master Plan provides a long-range plan for the City’s wastewater system infrastructure to accommodate population growth and meet the City’s environmental, social, and economic commitments.

Process

This Master Plan was undertaken in accordance with the Ontario Environmental Assessment (EA) Act and covered Phases 1 and 2 of the Municipal Class EA Process, including the definition of a problem or opportunity, as well as the identification and evaluation of potential alternative solutions. At this time, a Master Plan Report has been completed to provide a recommended implementation plan for the City’s wastewater pumping stations and treatment plants. Interested persons may provide written comments to our project team by March 22, 2022. All comments and concerns should be sent directly to Marcy McKillop at the City of London (contact information below).

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e. requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.

Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request.
