Public Participation Meeting (PPM) Process

As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

250-270 Springbank Drive - The purpose and effect of this zoning change is to amend the existing Bonus Zone to allow for affordable housing and an open space area, and add a special provision to permit an overall lot coverage of 29% maximum. Possible change to Zoning By-law Z.-1 FROM a Holding Residential R9 Bonus/Office Residential Special Provision (h.R9-7.H42.B(49)/OR4(2)) Zone and Open Space (OS4) TO a Holding Residential R9 Special Provision Bonus (h.R9-7(  ).H51.B(  ) Zone and an Open Space 4 (OS4) Zone to permit an increased height of 51.0 metres maximum, and include a special provision to increase lot coverage to 29% maximum. This amendment would continue to permit the two tower residential development with modifications to the form to include the removal of the commercial and LEED certification elements. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

122 Base Line Road West – City Council intends to consider removing the “h-5” Holding Provision from the zoning of the subject lands.  The purpose and effect of this zoning change is to remove the holding symbol permitting an apartment building of 61 units, 4-storeys in height.  The purpose of the “h” provision is to ensure that development takes a form compatible with adjacent land uses, agreements shall be entered into following public site plan review specifying the issues allowed for under Section 41 of the Planning Act, R.S.O. 1990, c. Notice to Owners of Heritage Designated Properties – Owners of properties designated under the Ontario Heritage Act (individually designated properties and properties located within a Heritage Conservation District) who are considering alterations to their property may require Heritage Alteration Permit approval. Please contact the Heritage Planners’ office prior to undertaking any alterations to determine if a Heritage Alteration Permit is required. There is no fee for a Heritage Alteration Permit. London Endowment for Heritage – The London Endowment for Heritage, administered by the London Community Foundation, is accepting applications for grants for heritage conservation projects. Grants are available for Archaeological Heritage, Architectural Heritage, Cultural Landscapes, Movable Heritage, and Natural Heritage. The grant application deadline is April 6, 2021.
