PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

2430 Bradley Avenue – The Delegated Authority for the City of London intends to consider removing the h-18 holding provision from the subject lands.  The purpose of the “h-18” provision is to ensure that the proponent shall retain a consultant archaeologist, licensed by the Ministry of Tourism, Culture and Sport (MTCS) under the provisions of the Ontario Heritage Act (R.S.O. 1990 as amended) to carry out a Stage 1 (or Stage 1-2) archaeological assessment of the entire property. Development or property alteration shall only be permitted on the subject property containing archaeological resources or areas of archaeological potential if the archaeological resources have been conserved by removal and documentation, or by site preservation (Stages 3 and 4). The archaeological assessment must be completed in accordance with the most current Standards and Guidelines for Consulting Archaeologists. Engagement with the appropriate First Nations shall be completed consistent with the policies of The London Plan. All archaeological assessment reports, in both hard copy format and digitally in Portable Document Format (PDF), will be submitted to the City of London once MTCS has accepted them into the Public Registry. Significant archaeological resources will be incorporated into the proposed development through either in situ preservation or interpretation where feasible, or may be commemorated and interpreted on site. No demolition, new exterior construction, grading, or any other activity where soil disturbance will occur or might be reasonably anticipated shall take place on the subject property prior to the City of London receiving the MTCS compliance letter indicating that all archaeological licensing and reporting requirements have been satisfied. 166 Central Avenue – The Delegated Authority for the City of London intends to consider removing the h-5 holding provision from the subject lands to allow for the development of residential fourplex.  The purpose of the “h-5” holding provision to ensure that development takes a form compatible with adjacent land uses, agreements shall be entered into following public site plan review specifying the issues allowed for under Section 41 of the Planning Act, R.S.O. 1990, c. P.13, prior to the removal of the "h-5" symbol. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than February 27, 2023. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.

 If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will meet on Thursday March 16, 2023, commencing at 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Public hearings before the committee are held virtually. If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. CONSENTS

The London Consent Authority will be considering the following application for consent. Comments are due March 2, 2023, to the London Consent Authority.

B.002/23 – 112 Emery Street West. Request permission to sever a lot with an area of 405.4 m² and a frontage of 19.0 metres and a retained lot with an area of 482.5 m², and a frontage of 21.3 metres. Planner: M. Hynes ext. 4753.

The London Consent Authority will be considering the following application for consent. Comments are due April 13, 2023, to the London Consent Authority.

B.003/23 –605 & 607 Richmond Street. Request to reinstate lot lines by severing a lot with an area of 119m2 and a lot frontage of 6.5 metres, and retain a lot with an

If a person or public body that files an appeal of a decision of the City of London Consent Authority in respect of the proposed consent does not make written submissions to the Consent Authority, before it gives or refuses to give a provisional consent, the Ontario Land Tribunal (OLT) may dismiss the appeal. Kensington Bridge - Municipal Class Environmental Assessment - Public Information Centre #2 - The City of London is completing a Municipal Class Environmental Assessment (EA) study to identify, evaluate and determine the best long-term rehabilitation or replacement alternative solution and design concept for Kensington Bridge. The bridge is located at the Forks of the Thames carrying two lanes of east bound traffic into Downtown London on Riverside Drive.

A virtual Public Information Centre (PIC) is scheduled for Thursday, March 02, 2023, starting at 6:00 pm.  The PIC will be presented using the Zoom Webinar Platform. You must register for the PIC on the City of London Website at: getinvolved.london.ca/kensingtonbridge. The purpose of PIC No. 2 is to provide a summary of the public and agency feedback received during the study and the Preliminary Preferred Design Concept, which includes the proposed rehabilitation, and various improvements to how pedestrian, cyclist, and other users should be accommodated along the corridor.
