PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner. If you have any questions or would like to provide comment, please see “Providing Comment” below.

3696 and 3832 Scotland Drive – The purpose and effect of this zoning change is to permit a concrete batching plant, asphalt batching plan, and an administrative office and shop. Possible change to Zoning By-law Z.-1 FROM a Resource Extraction (EX) Zone and an Environmental Review (ER) Zone TO a Resource Extraction Special Provision (EX(_)) Zone, Resource Extraction Special Provision (EX1(_)) Zone, and an Environmental Review (ER) Zone. Special provisions would apply each zone’s requirements to the zone boundaries, as opposed to individual properties contained within the zones. File: Z-9705. Planner: N. O’Brien.

4023-4500 Meadowbrook Drive and 169-207 Exeter Road – The purpose and effect of this zoning change is to facilitate additional commercial, and office uses on the subject lands. Possible amendment to the Southwest Area Secondary Plan, for the City of London South Longwoods Residential Land Use Designations by adding a Specific Policy Area for the Transitional Industrial lands located at 4023-4500 Meadowbrook Drive and 169-207 Exeter Road in the City of London. Possible change to the Zoning By-law Z.-1 Possible change to Zoning By-law Z.-1 FROM a holding Light Industrial (h-17*LI1/LI2/LI3/LI14/LI17) Zone TO a Light Industrial Special Provision (LI1/LI2/LI3/LI7/LI4(_)) Zone to permit Office, Business; Office, Professional and Office, Service as additional permitted uses. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday March 7, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. To register to participate in-person or virtually, email CoAregister@london.ca or contact Secretary - Treasurer, London Committee of Adjustment at 519-930-3500 by 4:30 p.m. the day before the committee meeting. 1:30 p.m. – A.014/24 - 359 Admiral Drive, PLAN 961 LOT 130. To permit a carport addition. To permit a minimum west interior side yard setback of 0.6m, whereas 1.2m is the minimum required.

1:30 p.m. – A.015/24 - 16 Havenridge Crescent, PLAN 1009 LOT 65 S/S. To permit an addition to the existing single detached dwelling. To permit a minimum exterior side yard setback of 3.7m, whereas 5.0m is the minimum required. To permit an accessory structure in the form of a shed, within a required exterior side yard with a setback of 0.0m, whereas accessory structures are restricted to the interior side or rear yard.

1:30 p.m. – A.01/24 - 1095 Upperpoint Avenue & 1031 Upperpoint Gate, PLAN 33M754 PT BLK 132 AND RP 33R20255 PART 2. Permission to sever 0.31ha from 1095 Upperpoint Avenue and convey to 1031 Upperpoint Gate. Lands to be Retained: (1095 Upperpoint Avenue). To permit a maximum height of 42.4m for Building A, whereas 40.0m maximum is permitted. To permit a maximum density of 222 units per hectare, whereas 150 units per hectare maximum is permitted. Lands to be Severed: (1031 Upperpoint Gate). To permit a lot frontage of 25.9m, whereas 30.0m minimum is required for the R9-7(26) zone.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. NOTICE OF PUBLIC PARTICIPATION MEETING – 2024 to 2027 Multi-Year Budget – A Public Participation Meeting is being held on February 27, 2024, at 4:00 p.m. at Budget Committee, 3rd Floor, City Hall, 300 Dufferin Avenue, to provide an opportunity for interested parties to provide feedback on the Mayor’s Budget. The budget materials and a pre-recorded presentation of the budget process are posted on the City’s Get Involved webpage.
