Public Notices - December 3, 2020

As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. Kilally South, East Basin Environmentally Significant Area The purpose and effect of this Official Plan and Zoning change is to amend the area as identified as an Environmentally Significant Area in the Kilally South, East Basin Environmental Impact Study to an Open Space designation in the City of London Official Plan, Green Space in The London Plan, the areas identified as unevaluated wetlands and unevaluated vegetation patches as Environmental Review and to add on Maps B-1 of the Official Plan and Map 5 of the London Plan the Environmentally Significant Area Boundary and the areas identified as unevaluated wetlands and unevaluated vegetation patches and to amend the Zoning of the lands to Open Space (OS5) Zone and to zone the areas identified as unevaluated wetlands and unevaluated vegetation patches as Environmental Review. Possible amendment to the Official Plan to change the designation of the subject lands FROM Multi Family Medium Density and Urban Reserve Community Growth TO Open Space, and FROM Low Density Residential TO Environmental Review and TO amend Map B-1 to add the identified limits of the Kilally South, East Basin Environmentally Significant Area and to add unevaluated wetlands and unevaluated vegetation patches. 3542 Emilycarr Lane – City Council intends to consider removing the “h”, “h-100”, “h-104”, and “h-155” Holding Provision’s from the zoning of the subject lands.  The purpose and effect of this zoning change is to remove the holding symbol’s permitting 41 dwelling units, within multiple townhouses and a new private road providing access from Lismer Lane.  The purpose of the “h” provision is to ensure the orderly development of lands and the adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided and/or a development agreement has been entered into for the subject lands.  The purpose of the “h-100” provision is to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer, prior to the removal of the h-100 symbol.  The purpose of the “h-104” provision is to ensure that a comprehensive storm drainage and stormwater management (SWM) report prepared by a consulting engineer is completed to address the SWM strategy for all lands within the subject plan and external lands where a private permanent on-site storm drainage facility is proposed for any block or blocks not serviced by a constructed regional SWM facility. The "h-104" symbol shall not be deleted until the report has been accepted to the satisfaction of the General Manager of Planning and Development and City Engineer. The removal of the “h-155” symbol shall not occur until such time as the Owner has entered into a development agreement with the City of London, to ensure that the development is consistent with and conforms to the guidelines and vision of OPA 541, Southwest Area Secondary Plan.  Council will consider removing the holding provisions as it applies to these lands no earlier than January 18, 2021File: H-9259 Planner: M. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Municipal Class Environmental Assessment
Notice of Project Commencement & Public Information Centre
The Victoria Street Wastewater Pumping Station, located at 47 Victoria Street in the City of London, is reaching the end of its lifecycle and needs to be replaced. The City of London has requested that MTE Consultants complete a study to evaluate alternatives and to select the preferred option for replacement.

The study will be completed in keeping with the Ontario Environmental Assessment Act and is being planned under Schedule B of the Municipal Class Environmental Assessment. 

Due to the COVID-19 pandemic, a virtual Public Information Centre (PIC) is currently posted on https//getinvolved.london.ca/victoriastreet.  Members of the public are encouraged to visit this site to learn more and provide comments specific to the project. The City wants to hear from you. Comments will be received until December 17, 2020.

The following City of London administrative offices will be closed from noon on Thursday, December 24, 2020 until 8:30 a.m. on Monday, January 4, 2021:

  • Environmental and Parks Planning, 267 Dundas Street
  • Planning Division, 204/206 Dundas Street
  • Fire Administrative Offices will be open December 24 & 31 (8:30 a.m. – 12:00 p.m.) and December 29 & 30 (8:30 a.m. - 4:30 p.m.), closed December 25, 26, 27 & 28 and January 1, 2021  

Services Available During the Holidays

Aquatic Facilities:

December 24, 25, 26, 31, and January 1 the Canada Games Aquatic Centre, and the South London Pool will be closed. For more information visit london.ca/aquatics.

Arenas and Outdoor Ice Rinks:

Arenas will be closed December 24 and 31 at 11 a.m. and all day December 25, 26 and January 1. All arenas are open on December 27, 28, 29, and 30.  Visit the City of London website for Public Skating information.

Victoria Park Ice Rink is open throughout the holidays (weather permitting) from 10 a.m. to 10 p.m.  The rink is closed for ice resurfacing from 5:30 p.m. to 6:30 p.m. daily.
Covent Garden Market Rotary Rink will be open (weather permitting) Monday to Thursday and Saturday from 8 a.m. to 6 p.m., Friday from 8 a.m. to 7 p.m. (Knights Games and special events at Budweiser Gardens until 7:30 p.m.), and Sundays 11 a.m. to 4 p.m.
Ice Rentals from noon on December 24 to January 4 at 8:30 a.m. book ice time online at london.ca.

Community Centres:

Recreation Programs & Customer Service:

City of London recreation programs and Seniors Satellites will not be running with the exception of advertised Day Camp opportunities on December 21-23 & 29-30. Registration for programs can be completed online at any time through london.ca/playyourway.

Storybook Gardens:

Please note Storybook Gardens is closed on all statutory holidays.

Applications for Ontario Works Assistance - During the month of December, applications for Ontario Works assistance are scheduled through the Intake Screening Unit at 519-661-4520 Monday - Friday 8:30 a.m. to 4:30 p.m. The Intake Screening Unit is closed on December 24 at 11:30am to December 28, 2020.
