NOTICE OF REVISED APPLICATION

The following applications were received and advertised on a previous date in The Londoner and have since been REVISED.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

101 Meadowlily Road South; located east of Highbury Ave South and North of Commissioners Road East between the Highbury Woods and Meadowlily Woods ESA ; approximately 5.17ha – The proposed Draft Plan of Vacant Land Condominium consists of 10 townhome buildings (52 units) and 36 single detached dwellings/lots. Consideration of a proposed draft plan consisting of 88 total units and a common element for private access driveway and servicing to be registered as one Condominium Corporation.  

The proposed Vacant Land Condominium also requires an Official Plan amendment and Zoning By-law amendment to facilitate the proposed uses.  Possible amendment to the Official Plan FROM Urban Reserve Community Growth TO Low Density Residential. Possible change to Zoning By-law Z.-1 FROM a Holding Urban Reserve (h-2*UR1) TO a Residential R6 Special Provision (R6-5(_)) Zone to permit the proposed cluster development of townhomes and single detached dwellings.  Application has also been made for approval for Site Plan Approval, file SPA19-115. 1701-1737 Richmond Street – The purpose and effect of this zoning change is to permit a food store. Possible change to Zoning By-law Z.-1 FROM an Associated Shopping Area Commercial Special Provision (ASA1(5)/ASA2(3)/ASA3) Zone and an Associated Shopping Area Commercial Special Provision (ASA1(5)/ASA2(3)/ASA3(1)) Zone TO an Associated Shopping Area Commercial Special Provision (ASA1(_)/ASA2(_)/ASA3(_)) Zone and an Associated Shopping Area Commercial Special Provision (ASA1(_)/ASA2(_)/ASA3(_)) Zone. Special provisions would permit: the proposed food store as an additional permitted use; an increased maximum gross floor area of 17,362 square metres, whereas 17,337 square metres is the maximum; a reduced minimum parking supply of 630 spaces, whereas a minimum of 632 spaces is required; and to permit parking to be located 1.5 metres from the ultimate road allowance, whereas a minimum of 3 metres is required. 1389 Commissioners Road East (Summerside Subdivision); lands located east of Highbury Avenue South, south of Commissioners Road East, and north of Bradley Avenue; approx. 51 hectares (126 acres) - The purpose and effect of this application is to consider proposed red-line revisions affecting the remaining draft-approved phases within the Summerside Subdivision (Phases 10B and 15) consisting of minor adjustments to lot frontages for single detached dwelling lots, replacing cul-de-sac streets with ‘through street’ connections, and removing 15 single detached lots fronting the west side of the future extension of Evans Boulevard. Consideration of an amendment to the zoning by-law to change the zoning on the single detached dwelling lots from a Residential R1 Special Provision (R1-3(7)) Zone, a Residential R1 (R1-4) Zone, and a Residential R1 Special Provision (R1-4(10)) Zone to a Residential R1 (R1-2) Zone to permit single detached dwellings on lots with a minimum lot area of 300 square metres and minimum lot frontage of 9.0 metres, and to a Residential R1 (R1-3) Zone to permit single detached dwellings on lots with a minimum lot area of 300 square metres and minimum lot frontage of 10 metres; and, an amendment to change the zoning on the medium density blocks located on the west side of Evans Boulevard (Blocks 271 and 272 in Phase 10B; and Blocks 1333, 1334, 1335 & 1336 in Phase 15) from a Holding Residential R6 (h-1•R6-5) Zone to a Residential R6 Special Provision (R6-5( )) Zone to permit various forms of cluster housing including single detached, semi-detached, duplex, triplex, fourplex, townhouse, stacked townhouse dwellings, and low-rise apartment buildings; with a special provision for a minimum density of 30 units per hectare and maximum density of 60 units per hectare. The City may also consider applying holding provisions in the zoning to ensure adequate provision of municipal services, that a subdivision agreement or development agreement is entered into, and to ensure completion of noise assessment reports and implementation of mitigation measures for development in proximity to transportation corridors. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Notice of Study Commencement - Hamilton Road and Gore Road Intersection - Municipal Class Environmental Assessment

The City of London has initiated a Class Environmental Assessment Study for improvements to the intersection of Hamilton Road and Gore Road. The City identified the need to accommodate the increasing amount of traffic and address the safety concerns of pedestrians, cyclists and motorists at this intersection.

This project is being carried out in accordance with the requirements of the Environmental Assessment Act under Schedule ‘B’ of the Municipal Class Environmental Assessment (Class EA). To learn more about this study, please visit the project website: https://london.ca/gorehamilton.

Notice of Public Participation Meeting – Meeting of the Civic Works Committee – MN-9258 Darlington Place Registered Plan 33M-773 on January 19, 2021 not to be heard before 12:05 PM, City Hall, Council Chambers, 300 Dufferin Avenue. 
The Civic Works Committee will be holding a Public Participation Meeting to receive delegations and their comments regarding the renaming of Darlington Place to Barn Swallow Place on Registered Plan 33M-773. Information regarding the above-noted matter is posted on the City of London’s website at www.london.ca.  Written submissions regarding this matter to be included on the Civic Works Committee Added Agenda for the meeting should be submitted by no later than 9:00 a.m. on Monday, January 18, 2021 either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Ave P.O.
