Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public in limited capacity for public participation meetings.  If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone.  Please note that the majority of Elected Officials attend the meetings virtually.

NOTICE OF REVISED APPLICATION

The following applications were received and advertised on a previous date in The Londoner and have since been REVISED.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

257-263 Springbank Drive – The purpose and effect of this Official Plan and zoning change is to permit a 5-storey(northerly half)/6-storey(southerly half) residential apartment building with at total of a total of 38 residential units. Possible amendment to the 1989 Official Plan to ADD a Specific Area Policy to permit a residential apartment building with a maximum building height of 5-storey(northerly half)/6-storey(southerly half) and a maximum density of 136 units per hectare within the “Auto-Oriented Commercial Corridor” designation.  Possible change to Zoning By-law Z.-1 FROM an Arterial Commercial Special Provision (AC2(2)) Zone TO a Residential R9 Special Provision (R9-7(  )) Zone. Special provisions would permit a minimum exterior side yard setback of 0.3m metres, whereas 3 metres is required; permit a minimum front yard depth of 2.0 metres, whereas 6 metres is required; a minimum interior side yard setback of 15.5m whereas 4.5m is required; a minimum parking rate of 1 space per residential unit, whereas 1.25 spaces per unit is required;. and a maximum balcony projection  of 0.6m from the exterior side lot line. NOTICE OF APPLICATION

1407 – 1427 Hyde Park Road – The purpose and effect of this Official Plan and zoning change is to permit a mixed-use development including a single-storey multiple-unit commercial structure, a stand-alone restaurant with a drive-through facility, and two, 3.5 storey stacked, back-to-back townhouse dwellings with 72 dwelling units, serviced by a surface parking lot. Possible amendment to The London Plan to ADD a Specific Policy Area to permit a single-storey building height within the Main Street Place Type whereas a minimum of 2 storeys are required and to ADD the site to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Holding Business District Commercial Special Provision (h*BDC2(4)) Zone and a Business District Commercial Special Provision (BDC2(3)) Zone, TO a Business District Commercial Special Provision (BDC2(_)) Zone to maintain the existing permitted range of land uses; to maintain the existing special provision exempting the site from the maximum 3.0m front yard depth (South Carriage Road); and to permit stacked townhouses, a maximum mixed-use density of 65 units per hectare, a maximum building height of 14.5m in place of 12.0m, a drive-through facility associated with a restaurant whereas drive-through facilities are not permitted, a minimum of 202 off-street parking spaces in place of 222 spaces, and parking in the front yard whereas parking in the front yard is not permitted. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Description of Property

The property at 1903 Avalon Street is in the Argyle area of the City of London, located at the southwest corner of Avalon Street and Clarke Road, north of the intersection of Clarke Road and Dundas Street.
The one-and-a-half storey painted brick farmhouse, known as the Clarke House, is locally recognized as a landmark within the Argyle community. Built before 1860 , the brick masonry has been laid in a modified common bond, usually with eight stretcher courses between a header course, indicating a solid brick structure of at least two wythes of brick masonry. Additions have been constructed onto the rear of the original rectangular plan of the building, as well as a stone front porch.
The property has direct historical associations with the Clarke family, a pioneer family of London Township. The property remained in the Clarke family for 83 years. It was transferred to the Argyle Land Company in 1914, a land developer / speculator acquiring property in the Dundas Street and Clarke Road area. The “Argyle” name now characterizes the broader area.
The subsequent subdivision and development of land around the Clarke House altered the relationship between the house and Dundas Street, however the existing lot fabric allows the primary (south) façade of Clarke House to remain clearly oriented southerly towards Dundas Street. The stone gates at Clarke Road physically mark the property’s connection to Clarke (Side) Road, named for its historical associations with the Clarke family.
