As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. 725-737 Dundas Street 389-393 Hewitt Street and a portion of 700 King Street - The purpose and effect of this zoning change is to permit a 24-storey, mixed-use commercial/residential apartment building containing 243 residential units, 900m² of commercial floor area and 393 parking spaces.  Possible change to Zoning By-law Z.-1 FROM a Business District Commercial Special Provision Bonus (BDC(24)*D160*H36*B-32) Zone and a Business District Commercial Special Provision (BDC(19)*D250*H46) Zone TO a Business District Commercial Special Provision Bonus (BDC(24)*D160*H36*B-(_)) Zone to permit the proposed mixed-use building and a comprehensive zone for all properties. 1047 – 1055 Dearness Drive – The purpose and effect of this Official Plan and zoning change is to permit a six storey mixed-use apartment building with 47 residential dwelling units and 200m2 of commercial floor area. Possible amendment to the 1989 Official Plan FROM Low Density Residential TO Multi-family, Medium Density Residential with a specific area policy to: allow a height of 6 storeys; increase the permitted maximum density with Bonus Zoning of 120uph in place of 100uph; require that retail, service and office uses be located on the ground floor of a mixed-use building and oriented to the street; and, allow a total maximum floor area of 200m2 for retail, service and office uses for all lands located at the intersection within the Multi-family, Medium Density Residential designation. The intent is to align the 1989 Official Plan policies with The London Plan policies that apply to the site. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-4) Zone and a Residential R2/Office Conversion (R2-2/OC) Zone TO a Residential R9 Special Provision Bonus (R9-5(_)/B*_)) Zone to permit a 6 storey (26m) mixed-use apartment building with a maximum density of 125uph (47 residential units and 200m2 of commercial floor area). NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

1235 Fanshawe Park Road West – City Council intends to consider removing the “h-147” Holding Provision from the zoning of the subject lands.  The purpose and effect of this zoning change is to remove the holding symbol to permit a cluster townhouse development fronting Tokala Trail and Dalmagarry Road.  The purpose of the “h-147” provision is to ensure that urban design is addressed at site plan, a site plan will be approved and a development agreement will be entered into which incorporates the design objectives as identified in the Council resolution.  Council will consider removing the holding provisions as it applies to these lands no earlier than January 18, 2021File: H-9287 Planner: M. Notice of Study Commencement - Windermere Road Improvements - Municipal Class Environmental Assessment

The City of London is undertaking a Municipal Class Environmental Assessment (EA) to identify intersections, active transportation, transit and accessibility improvements to the Windermere Road corridor between the Western Road and Doon Drive.
The study is being undertaken in accordance with the requirements for Schedule ‘C’ projects within the Municipal Class EA document (2000, as amended in 2007, 2011 and 2015), under the Ontario Environmental Assessment Act. The first Public Information Centre (PIC) will be held in spring (2021) to present the problems and opportunities, existing environmental conditions, and alternative solutions. The following City of London administrative offices will be closed from noon on Thursday, December 24, 2020 until 8:30 a.m. on Monday, January 4, 2021:

Aquatic Facilities:

December 24, 25, 26, 31, and January 1 the Canada Games Aquatic Centre, and the South London Pool will be closed.

Arenas and Outdoor Ice Rinks:

Arenas will be closed December 24 and 31 at 11 a.m. and all day December 25, 26 and January 1. All arenas are open on December 27, 28, 29, and 30.  Visit the City of London website for Public Skating information.

Victoria Park Ice Rink is open throughout the holidays (weather permitting) from 10 a.m. to 10 p.m.  The rink is closed for ice resurfacing from 5:30 p.m. to 6:30 p.m. daily.

Covent Garden Market Rotary Rink will be open (weather permitting) Monday to Thursday and Saturday from 8 a.m. to 6 p.m., Friday from 8 a.m. to 7 p.m. (Knights Games and special events at Budweiser Gardens until 7:30 p.m.), and Sundays 11 a.m. to 4 p.m.
Ice Rentals from noon on December 24 to January 4 at 8:30 a.m. book ice time online at london.ca.

 

Community Centres:

Applications for Ontario Works Assistance - During the month of December, applications for Ontario Works assistance are scheduled through the Intake Screening Unit at 519-661-4520 Monday - Friday 8:30 a.m. to 4:30 p.m. The Intake Screening Unit is closed on December 24 at 11:30am to December 28, 2020.
