NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

200 Albert Street –The purpose and effect of this zoning change is to permit a 12-storey residential apartment building with 257 residential units and 146 parking spaces. Possible change to Zoning By-law Z.-1 FROM a Residential R10/Office Conversion/Temporary (R10-3*H24/OC7/T-70) Zone to a Residential R10 Special Provision (R10-3(_)) Zone to permit apartment buildings with a maximum height of 44 metres/12 storeys, whereas the current maximum height is 24 metres/8 storeys. Requested special provisions include: a front yard setback of 1.8 metres whereas 6.0 metres is required; a rear yard setback of 8.0 metres whereas 18.0 metres is required; an east interior side yard setback of 7.0 metres whereas 18.0 metres is required; a west interior side yard setback of 2.9 metres whereas 18.0 metres is required; a lot coverage of 41% whereas 40% maximum is required; a building height of 12 storeys/44 metres whereas 8 storeys/24 metres maximum is required; a density of 732 units per hectare whereas a maximum of 250 units per hectare is required. The City may also consider the use of holding provisions related to urban design and servicing, and additional special provisions related to setbacks, coverage, height, and parking. 1930-1940 Oxford Street East – The purpose and effect of this zoning change is to expand the range of permitted uses on the subject lands. Possible change to Zoning By-law Z.-1 FROM a Restrictive Service Commercial (RSC1/RSC4/RSC5) Zone which permits a range of moderate intensity commercial uses, and trade service uses, which may require significant amounts of land for outdoor storage or interior building space and a location on major streets, TO a Restrictive Service Commercial (RSC1/RSC2/RSC3/RSC4/RSC5) Zone to expand the range of permitted uses on the subject lands. 955 Commissioners Road East – The purpose and effect of this zoning change is to permit a high-rise apartment building up to a maximum of 14 storeys in height consisting of 188 units at 270 units per hectare. Possible change to Zoning By-law Z.-1 FROM a Residential R9 (R9-7/H42) Zone TO a Residential R9 Special Provision (R9-7(_)H46)) Zone. Permitted Uses would include: apartment buildings; handicapped person’s apartment buildings; lodging house class 2; senior citizens apartment buildings; continuum-of-care facilities. Special Provisions are requested to permit a reduced minimum front yard depth of 0m whereas 8m is required; a maximum height of 46m in the R9 Zone; a density of 270 units per hectare, whereas 150 units per hectare maximum is permitted; an interior side yard depth of 3.0m; and a minimum lot frontage of 0m, whereas a minimum lot frontage of 30m is required. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

2150 Oxford Street East – The Delegated Authority for the City of London intends to consider removing the h-199 and h-200 holding provision from the subject lands to allow for the development of one (1) industrial building.  The purpose of the “h-199” provision is to ensure that the works required to implement the Pottersburg Creek Storm Drainage, Flood Control and Remediation Works project are completed prior to any development on the site, the “h-199” symbol shall not be deleted until the “as-built” drawings for the required works are submitted and accepted to the satisfaction of the Upper Thames River Conservation Authority and City Engineer. The purpose of the “h-200” is to ensure that urban design is addressed at site plan, a development agreement shall be entered into that incorporates high quality urban design features that recognize the prominent gateway location of the site, including enhanced building and landscape design, screened service and loading areas, and building orientation and setbacks. The “h-200” symbol shall not be deleted until building elevations and site plan have been submitted that recognizes the prominent gateway location of the site, to the satisfaction of the City Planner. The Delegated Authority will consider removing the holding provisions as they apply to these lands no earlier than December 22, 2022.  *For the lands under consideration, a separate application for Site Plan Approval – Application File No. SPA22-093 – has been submitted by Dancor Construction Limited. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

NOTICES

Notice of Study Commencement – Oxford Street West Improvements Municipal Class Environmental Assessment Study - The City of London has initiated a Municipal Class EA (Class EA) for improvements to the Oxford Street West, Westdel Bourne to Sanatorium Road. The purpose of this study is to develop and review options to widen Oxford Street West from two to four lanes, improve intersection operations including consideration of roundabouts, and improve pedestrian and cycling facilities through the corridor. The potential need to widen the Thames River Bridge will also be reviewed.  In identifying improvements, the study will consider socio-economic, cultural heritage and natural environment factors as well as technical requirements and aesthetics.

This study will be carried out in accordance with ‘Schedule C’ requirements of the Municipal Class Environmental Assessment (MCEA), (as amended 2015), which is an approved process under the Ontario Environmental Assessment Act.  The study will also include a scoped Environmental Impact Study (EIS) in accordance with The London Plan Environmental Policies and the City of London Environmental Management Guidelines (2021).

Formal opportunities for input will be provided around three Public Information Centres (PICs), to be held as the study progresses. Details of each PIC will be available under separate notices. City Council is seeking applications

from individuals interested in being considered for appointment to fill vacancies on the following Conservation Authorities:

Kettle Creek Conservation Authority – Two (2) Vacancies – Meets 3rd Wednesday of each month at 10:00 a.m. to 12:00 p.m.

Lower Thames Valley Conservation Authority – One (1) Vacancy – Meets 3rd Thursday of the month, February, April, June, August, October and December, at 2:00 p.m.

Upper Thames River Conservation Authority – One (1) Vacancy – Meets 4th Tuesday of the month at 9:30 a.m. to 11:30 a.m.

Appointments may be subject to approval of the Minister of the Environment Conservation and Parks (MECP).

A number of our offices, programs and services are closed from noon on December 23, 2022, and will reopen at 8:30 a.m. on January 3, 2023. Below is a list of services that are open or available during this time:

Recreation and Sport

Customer Service will be available via e-mail, phone and in-person at the Citi Plaza location on December 28 & 29 from 8:30 a.m. to 4:30 p.m. and December 30 from 8:30 a.m. to noon.  Registration for programs can be completed online at any time, by visiting london.ca/playyourway.

Arenas & outdoor skating rinks

Modified Hours – December 24 and 31 (7 a.m. to 11 a.m.)

Victoria Park ice rink
Open daily (weather permitting) from 10 a.m. to 10 p.m. The rink is closed for ice resurfacing from 5:30 to 6:30 p.m. daily.  Note: To check whether the ice rink is closed due to weather conditions, please call 519-661-4529.

Report a problem or service emergency

Report a problem online or e-mail non-urgent concerns to service@london.ca.  If you are calling to report a water main burst or other water emergency, please dial 519-661-4739.
