As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided. Public Participation Meeting (PPM) Process  Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation. Pre-register by calling 519-661-2489 ext. 7100; or by emailing PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.  When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall. When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall.  Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered.  Public Participation Meeting (PPM) Process – At the meeting Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building.  Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration.  Each committee room will broadcast the meeting taking place in the Council Chambers.  City Staff will be in each room to assist members of the public.   When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.   Council Chambers  Committee members and staff will be present in the Chambers (physically, or by remote attendance).  There will be no public access to the Council floor.  Notice of Collection of Personal Information – personal information is collected under the authority of the Municipal Act, 2001 and will be used by Members of Council and City of London staff in their consideration of this matter, including the provision of adequate physical distancing. NOTICE OF REVISED APPLICATION

7098-7118 Kilbourne Road – The purpose and effect of this application is to develop a condominium consisting of 12 residential units.  Consideration of a proposed draft plan of vacant land condominium consisting of 12 single detached residential units with a private access driveway, private internal services and a common element for open space/floodplain. Masonville Secondary Plan - The City of London is undertaking the preparation of a Secondary Plan for the lands in the Masonville Area surrounding the intersection of Richmond Street and Fanshawe Park Road.  The new Secondary Plan would be added to Chapter 20 of the 1989 Official Plan and to policy 1565 in The London Plan as Official Plan Amendments. The Secondary Plan will provide specific policies to guide the future growth and development of these lands, and will address such matters as: land use, building heights, connections, neighbourhood transition, built form, parkland, public realm and other matters. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

2700 Buroak Drive – City Council intends to consider removing the “h”, “h-54”, “h-95”, and “h-100” Holding Provision’s from the zoning of the subject lands.  The purpose and effect of this zoning change is to remove the holding symbol’s permitting 69 dwelling units, within multiple townhouses and a new private road providing access from Buroak Drive.  The purpose of the “h” provision is to ensure the orderly development of lands and the adequate provision of municipal services. The “h” symbol shall not be deleted until the required security has been provided and/or a development agreement has been entered into for the subject lands.  The purpose of the “h-54” provision is to ensure there are no land use conflicts between arterial roads and the proposed residential uses, the h-54 shall not be deleted until the owner agrees to implement all noise attenuation measures, recommended in noise assessment reports acceptable to the City of London.  The purpose of the “h-104” provision is to ensure that the urban design concepts established through the Official Plan and/or Zoning amendment review process are implemented, a development agreement will be entered into which, to the satisfaction of the General Manager of Planning and Development, incorporates these concepts and addresses identified Urban design issues. The removal of the “h-100” provision is to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer, prior to the removal of the h-100 symbol.  Council will consider removing the holding provisions as it applies to these lands no earlier than January 18, 2021File: H-9284 Planner: M. NOTICE IS HEREBY GIVEN that the Council of The Corporation of the City of London intends to designate as a property of cultural heritage value or interest the following property in accordance with the Ontario Heritage Act, R.S.O. 1990:

Description of Property:

The property is a 1 ½ storey gable-roofed residential house, located on the south side of Langarth Street East, between Edward and Cathcart Streets in Old South London. It was built in 1936 by local builder William Porter.
The property was the childhood home and first studio of renowned London-born artist Greg Curnoe (1936-1992). The basement studio, “Curnoe’s Inferno,” is where he would produce works of art that reflected his love of home and family and the influences of the everyday world around him. Objects from this studio are now held in the collections of Museum London and the Art Gallery of Ontario.
The property demonstrates and reflects the work of the builder, Curnoe’s grandfather William Porter, who designed and built at least 33 houses in London between 1917 and 1953. 75 Langarth is distinguished by its projecting red brick buttressed porch with steeply pitched roof, half-timbering set in stucco in the front gable, pointed bargeboard and prominent gable ends, and fenestration that includes multiple leaded glass panes at the front and flanking the fireplace on the west elevation, a decorative quarry under the front gable, and an oriel window typical of Period Revival styling.
Porter’s carpentry skills and craftsmanship are evident in the exterior styling and the many interior features, all of which remain today.
The property has Contextual Value in defining and maintaining the historic and architectural character of both streetscape and neighbourhood. The streetscapes on both sides of this section of Langarth remain largely unaltered since the houses were built between the late–19th and mid–20th century. Langarth St E, was first laid out on an 1880 survey of the “Woodside” estate of Crown Attorney Charles Hutchinson. The original street layouts remain today.

Arenas and Outdoor Ice Rinks:

Arenas will be closed December 24 and 31 at 11 a.m. and all day December 25, 26 and January 1. All arenas are open on December 27, 28, 29, and 30.  Visit the City of London website for Public Skating information.

Victoria Park Ice Rink is open throughout the holidays (weather permitting) from 10 a.m. to 10 p.m.  The rink is closed for ice resurfacing from 5:30 p.m. to 6:30 p.m. daily. Covent Garden Market Rotary Rink will be open (weather permitting) Monday to Thursday and Saturday from 8 a.m. to 6 p.m., Friday from 8 a.m. to 7 p.m. (Knights Games and special events at Budweiser Gardens until 7:30 p.m.), and Sundays 11 a.m. to 4 p.m. Ice Rentals from noon on December 24 to January 4 at 8:30 a.m. book ice time online at london.ca.

Community Centres:
