NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

1196 Sunningdale Road West – City Council intends to consider removing the h and h-100 holding provisions from the subject lands to allow for the development of Phase 4 of the Creekview Subdivision, which includes 72 single detached lots.  The purpose of the “h” provision is to ensure the orderly development of lands and adequate provision of municipal services.  The “h” symbol shall not be deleted until the required security has been provided and/or a subdivision agreement has been entered into for the subject lands.  Holding Provision “h-100” requires the construction of a looped watermain system and a second public access to be available to the satisfaction of the City Engineer to ensure there is adequate water service and access.  Council will consider removing the holding provisions as they applies to these lands no earlier than August 30, 2021.  File: H-9381 Planner: A. EXPROPRIATIONS ACT
NOTICE OF APPLICATION FOR APPROVAL TO EXPROPRIATE LAND

IN THE MATTER OF an application by The Corporation of the City of London for approval to expropriate land in the City of London for the purposes of road improvements to Dingman Drive between Wellington Road and Highway 401.

NOTICE IS HEREBY GIVEN that application has been made for approval to expropriate the land described as follows:

Parcel 1: Part of Lot 16, Concession 3, Geographic Township of Westminster, in the City of London, County of Middlesex, designated as Part 9 on Plan 33R-20902 being Part of PIN 08204-0199(LT);

Parcel 2: Part of Lot 17, Concession 4, Geographic Township of Westminster, in the City of London, County of Middlesex, designated as Part 1 on Plan 33R-20902, being Part of PIN 08204-0086(LT).

Any owner of lands in respect of which notice is given who desires a hearing into whether the taking of such land is fair, sound and reasonably necessary in the achievement of the objectives of the expropriating authority shall so notify the approving authority in writing,

(a)       in the case of a registered owner, served personally or by registered mail within thirty days after the registered owner is served with the notice, or, when the registered owner is served by publication, within thirty days after the first publication of the notice;

(b)       in the case of an owner who is not a registered owner, within thirty days after the first publication of the notice.

Arva Pumping Station to Huron Street Transmission Main

Municipal Class Environmental Assessment Master Plan

The City of London (City) has completed a Municipal Class Environmental Assessment (MCEA) master plan study, following Master Plan Approach #2 which fulfills Schedule B requirements and completes Phases 1 and 2 of the MCEA process, to develop short and long-term maintenance and improvement/expansion plans for the Arva Huron Water Transmission Main between the Arva Pumping Station and Huron Street.  This study included an assessment of the need to maintain and/or potentially widen the existing transmission main easement to continue ongoing monitoring of the condition of the watermain and/or for potential maintenance, repair or replacement of the existing watermain.  

The study determined that the short-term maintenance alternative is to maintain the easement as is (15m or 50’) and only expand where opportunities may arise through land use changes.  This ensures access to the existing transmission main for ongoing monitoring, maintenance and/or repair purposes without requiring the purchase of additional easement or property.

The study also determined that the preferred long-term expansion alternative is to twin the transmission main along Adelaide Street to add system capacity and redundancy with a connection to the existing transmission mains at Fanshawe Park Road and on Regent Street. This will also provide the opportunity for eventual decommissioning of the existing water transmission main between Fanshawe Park Road and Huron Street in the future.

A Master Plan Project File has been prepared and a copy will be placed on public record on July 12th, 2021 for forty five (45) calendar days to be reviewed by members of the public and/or any other interested party at the following locations: The City of London – 300 Dufferin Avenue - City Clerk, 3rd floor, The London Public Library Central Branch 251 Dundas Street and on the City’s website at:  https://london.ca/projects/arva-pumping-station-huron-street-water-transmission-main-master-plan

Interested persons are encouraged to review the document and provide comments to the City of London by August 27, 2021. If concerns regarding this project cannot be resolved in discussion with the City of London, the Ministry of Environment Conservation and Parks will have an additional 30-day window to review the study and decide what action to take.
