PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF APPLICATION

The following applications have been received by the City of London.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

910 Gainsborough Road, approximately 0.27 hectares – The purpose and effect of this application is to approve a Draft Plan of Vacant Land Condominium consisting of seven (7) residential units.  Consideration of a proposed draft plan consisting of seven (7) multiple attached townhouse dwelling units and a common element to be registered as one Condominium Corporation. *An application for Zoning By-law Amendment (Application File No. Z-9442) has been successfully submitted and approved for the lands under consideration. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday August 24, 2023, commencing at 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. The Applicant and/or Authorized Agent, and members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via zoom by computer, mobile device, or telephone audio. Notice of Public Participation Meeting – Meeting of the Community and Protective Services Committee – Fireworks By-Law PW-11 Amendments, on August 15, 2023 not to be heard before 4:05 PM, City Hall, Council Chambers, 300 Dufferin Avenue   The Community and Protective Services Committee will be holding a Public Participation Meeting to receive delegations and their comments regarding the consideration of amendments to the Fireworks By-law in consideration to add regulations that address days/dates to discharge fireworks; and regulations on the sale of fireworks. Information regarding the above-noted matter is posted on the City of London’s website at www.london.ca.  Written submissions regarding this matter to be included on the Community and Protective Services Committee Added Agenda for the meeting should be submitted by no later than 9:00 a.m. on Monday, August 14, 2023 either delivered or mailed to the City Clerk’s Office, Room 308, 300 Dufferin Ave P.O. Notice of Study Completion – Adelaide Street North Improvements – Municipal Class Environmental Assessment - The City of London has completed a Municipal Class Environmental Assessment (EA) Study for the widening of Adelaide Street North. The study area includes Adelaide Street North from Fanshawe Park Road East to 350m north of Sunningdale Road East; including Sunningdale Road East from Blackwater Road to Stoney Creek Community Centre entrance.

This project was completed in accordance with the planning and design process for a “Schedule C” project as outlined in the Municipal Engineers Association’s Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 and 2015). The Class EA process included consultation with the public, technical agencies and Indigenous communities. An Environmental Study Report (ESR) has been prepared to document the Class EA planning process used in developing the recommended plan, including the alternatives considered, the preferred design, impacts and mitigation measures, and consultation activities. The ESR will be made available for 30-day public review period from August 11, 2023, to September 11, 2023 on the City’s website  at City Hall – 300 Dufferin Ave, and at the Stoney Creek Community Centre library - 920 Sunningdale Rd East.

Interested persons can provide written comments to the key project contacts by the end of the review period by e-mail or regular mail. All comments should be sent directly to the following team members:

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks (MECP) for a Section 16 Order requiring a higher level of study (e.g., requiring an individual EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered.

Requests should include the requester contact information and full name for MECP.

Requests should specify what kind of order is being requested, details about your concerns, and any information in support of the statements in the request. This will ensure that MECP is able to efficiently begin reviewing the request. If no order request is received by September 11, 2023, the project will proceed to design and construction as outlined in the planning documentation.
