PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public in limited capacity for public participation meetings.  If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone.  Please note that the majority of Elected Officials attend the meetings virtually.

NOTICE OF APPLICATION

655-685 Fanshawe Park Road West - The purpose and effect of this zoning change is to permit retail and restaurants within the existing.  Possible change to Zoning By-law Z.-1 FROM a  Restricted Service Commercial Special Provision (RSC1(21)/RSC4(19)) Zone TO a Neighbourhood Shopping Area Special Provision (NSA5(  )) Zone with special provisions including a parking supply of 210 spaces for all permitted uses in all buildings with a total gross floor area of 3,880.6m2; a maximum gross floor area of 1,000m2 for restaurants, excluding patios; and a maximum gross floor area of 2,000m2 for retail stores.  File: Z-9396 Planner: A. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

1150 Fanshawe Park Road EastCity Council intends to consider removing the Holding (“h”, “H-5” and “h-18”) Provisions from the Holding Restricted Office/Convenience Commercial/Residential R8 Special Provision (h-5/h-18/RO2/CC5(1)/R8-4(60)/B0-70) Zone.  The “h-5” provision is applied to ensure that that development takes a form compatible with adjacent land uses and requires a public site plan review. The “h-18” is to ensure that the lands are assessed for the presence of archaeological resources prior to development. 890 Upperpoint Avenue - City Council intends to consider removing the “h” holding provisions from the lands. The “h” holding provision requires that security has been provided for the subdivision agreement, and that a subdivision agreement is executed by the applicant and the City prior to development. 600 Sunningdale Road West - City Council intends to consider removing the h and h-18 holding provisions from the lands. The ‘h’ holding provision requires that security has been provided for the subdivision agreement, and that a subdivision agreement is executed by the applicant and the City prior to development. Prior to the removal of the ‘h-18’ holding provision, it is required that a Stage 1 (or Stage 1-2) archaeological assessment of the entire property is completed and that any archaeological resources identified have been conserved by removal and documentation, or by site preservation. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Notice of Study Restart
Western Road and Sarnia Road/Philip Aziz Avenue Improvements
Municipal Class Environmental Assessment

In January 2015, the City of London, through its consultant AECOM, initiated the Western Road and Sarnia Road/Philip Aziz Avenue Improvements Municipal Class Environmental Assessment (MCEA) for improvements to Western Road from Platts Lane to Huron University College and Sarnia Road/Philip Aziz Avenue from Coombs Avenue east to the Thames River.  In 2016, the project was put on hold when alternatives for transit routes through the study area were being considered as they related to Rapid Transit (RT).  As it is related to this project, the northern routes for RT have been deferred and the City has decided to restart this project.

The City of London wants anyone with an interest in the study to have an opportunity to provide input, which will help the project team in the decision-making process. A PIC will be held in the fall of 2021 to present the updated problem/opportunity statement, a review of the study progress, the evaluation of the alternative solutions and project timeline.  Another PIC will be held in the spring of 2022 to present the evaluation of alternative design concepts for the preferred solution, in addition to proposed mitigation measures and next steps.
