NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, September 12, 2022.  During the COVID-19 emergency, Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. 4680 Wellington Road South – The purpose and effect of this zoning change is to extend the existing Temporary Use (T-74) Zone to allow for the continuation of the existing golf driving range facility on the subject lands for three years. Possible change to Zoning By-law Z.-1 FROM an Urban Reserve Temporary Use (UR6/T-74)) Zone which permits a range of existing defined uses, conservation, and passive recreation uses, as well as a golf driving range facility for a temporary period not exceeding three (3) years, TO an Urban Reserve Temporary Use (UR6/T-74)) Zone to permit, in addition to the full range of uses in the Urban Reserve Temporary Use (UR6/T-74)) Zone noted above, the continuation of the existing golf driving range facility use on the subject lands for an additional three (3) years. 1407-1427 Hyde Park Road - The purpose and effect of this Official Plan and zoning change is to permit a mixed-use development including a single-storey multiple-unit commercial structure, a stand-alone restaurant with a drive-through facility, and two, 3.5 storey stacked, back-to-back townhouse blocks with 72 dwelling units, serviced by a surface parking lot between them. Possible amendment to The London Plan to ADD a Specific Policy Area to permit a single-storey building height within the Main Street Place Type whereas a minimum of 2 storeys are required and to ADD the site to Map 7 – Specific Policy Areas. Possible change to Zoning By-law Z.-1 FROM a Holding Business District Commercial Special Provision (h*BDC2(4)) Zone and a Business District Commercial Special Provision (BDC2(3)) Zone TO a new Business District Commercial Special Provision (BDC2(_)) Zone to maintain the existing permitted range of land uses; to maintain the existing special provision exempting the site from the maximum 3.0m front yard depth (South Carriage Road); and to permit stacked townhouses at a maximum mixed-use density of 65 units per hectare, a maximum building height of 14.5m in place of 12.0m, a drive-through facility associated with a restaurant whereas drive-through facilities are not permitted, a minimum of 202 off-street parking spaces in place of 222 spaces, and parking in the front yard whereas parking in the front yard is not permitted. 3195 and 3207 White Oak Road; located on the west side of White Oak Road; approximately 1.64 hectares – The purpose and effect of this revised application is to approve a Draft Plan of Vacant Land Condominium consisting of 87 residential units with a private access driveway, private internal services and a common element to be registered as one Condominium Corporation. Consideration of a possible amendment to the Zoning By-law to change the zoning from a Holding Urban Reserve UR4 Special Provision (UR4*UR4(10)*h-94*UR4(11)) Zone to a Residential R5 (R5-7) Zone to permit cluster townhouse dwellings, and cluster stacked townhouse dwellings. Special provisions to the Residential R5 (R5-7) Zone would permit a reduced lot frontage of 24.8m whereas 30m is the minimum and a reduced exterior side yard setback of 3m whereas 8m is the minimum. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
