Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, September 11, 2023. Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. 4:00 p.m. – 447 Ashland Avenue (a portion of 1156 Dundas Street) – Application for Site Plan Approval by Extendicare to permit a 3 storey building with a height of 13.5m for a long-term care facility with 192 beds, 79 vehicle parking spaces and 27 bicycle parking spaces. The zoning on this site includes a holding provision that requires a public site plan meeting before the Planning and Environment Committee. File:  SPA23-074 Planner: Sonia Wise.

4:00 p.m. – 2908 Dundas Street – The purpose and effect of this zoning change is to permit a transportation terminal and storage depot on the lot. Possible change to Zoning By-law Z.-1 FROM a Light Industrial Holding Provision (LI1 h-17) Zone, which permits a range of industrial and complementary uses, TO a Light Industrial Holding Provision (LI1 LI6 h-17) Zone. 4:00 p.m. – 1992 Fanshawe Park Road West – The purpose and effect of this zoning change is to extend the existing Temporary Use (T-45) Zone to allow for the continuation of the existing golf driving range facility on the subject lands for three years. Possible change to Zoning By-law Z.-1 FROM an Agricultural Temporary Use (AG1*T-45) Zone which permits a range of existing defined uses, agricultural uses, and passive recreation uses, as well as a golf driving range facility for a temporary period not exceeding three (3) years, TO permit, in addition to the full range of uses in the Agricultural Temporary Use (AG1*T-45) Zone noted above, the continuation of the existing golf driving range facility use on the subject lands for an additional three (3) years. 4:00 p.m. – 1515 Trossacks Avenue – The purpose and effect of this zoning change is to permit a mid-rise apartment building up to a maximum of 6 storeys in height consisting of 100 units at 269 units per hectare. Possible change to Zoning By-law Z.-1 FROM a Residential R9 (R9-3*H21) Zone TO a Residential R9 Special Provision (R9-3(_)*H(_)) Zone. Permitted Uses would include apartment buildings; handicapped person’s apartment buildings; lodging house class 2; senior citizens’ apartment buildings; continuum-of-care facilities. Special Provisions are requested to permit a reduced minimum front yard depth of 0.4m for the site triangle whereas 6m is required; a reduced front yard setback of 2.0 metres, whereas 6.0 metres is the minimum required; a reduced rear yard setback of 5.9 metres, whereas a minimum of 8.4 metres is required; a west rear yard parking setback of 3.0 metres; a maximum height of 21m in the R9 Zone; a density of 269 units per hectare, whereas 100 units per hectare maximum is permitted; an exterior side yard depth of 2.0m whereas 8.0m is the minimum required. NOTICE OF REVISED APPLICATION

3234-3274 Wonderland Road South – The purpose and effect of this zoning change is to permit an automobile sales and service establishment on the lot. Possible change to Zoning By-law Z.-1 FROM an Associated Shopping Area Commercial Special Provision (ASA8(17)) Zone, which permits a range of large-scale retail, office, automotive and community facility uses and a holding Light Industrial (h-17.LI1/LI7) Zone which permits a large range of light industrial uses TO an Associated Shopping Area Commercial Special Provision (ASA8(_)) Zone. A special provision would add an automobile sales and service establishment use as a permitted use. NOTICE OF APPLICATION

1236 Southdale Road East – The purpose and effect of this zoning change is to permit two 8-unit townhouse buildings. Possible change to Zoning By-law Z.-1 FROM a Residential R1 (R1-10) Zone TO a Residential R5 Special Provision (R5-7(_) and Open Space (OS5) Zone. Special provisions would permit 1. a minimum front yard setback of 1.5 metres, 2. a maximum front yard setback of 6.0 metres, whereas a minimum front yard setback of 8.0 metres is required, 3. a minimum interior side yard setback of 1.8 metres (with no windows to habitable rooms) and 6.0 metres (with windows to habitable rooms), whereas 7.0 metres is required, 4. a minimum rear yard setback of 3.0 metres, whereas 3.0 metres where the end wall of an end unit facing the rear yard and/or interior side yard may contain a window(s) to habitable rooms on the group floor only and no access points to the dwelling unit along the end wall facing the rear yard and/or the interior side yard is required, 5. a maximum height of 14.0 metres whereas 12.0 metres is the maximum permitted, and 6. a maximum density of 70 units per hectare whereas a maximum density of 60 units per hectare is permitted. 135 Villagewalk Boulevard– The purpose and effect of this zoning change is to permit an automobile sales and service establishment on the lot. Possible change to Zoning By-law Z.-1 FROM a Holding Business District Commercial Special Provision (h-5*h-99*BDC(25)) Zone, which permits a variety of community-oriented service/retail uses, office uses and apartment buildings (with other permitted uses). TO an amended Business District Commercial Special Provision (BDC(25)) Zone. Special provisions proposed to be amended are as follows: to permit apartment buildings and stacked townhouses as additional permitted uses, a maximum density of 125 units per hectare maximum, a maximum height of 40 metres for apartment buildings, a maximum height of 16 metres, a maximum gross floor area of 5,000 m2 for individual office uses, drive-through facilities for all uses, all uses on first floor of apartment buildings and offices and personal service establishments on the first floor of stacked townhouse dwellings. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Notice of Study Commencement – City of London Pollution Prevention Control Plan (PPCP) Update Study

What is this study about?

The City of London, together with GM BluePlan, is starting a project to update London’s Pollution Prevention Control Plan (PPCP). The study will be conducted to update the 2018 PPCP Implementation Plan and identify areas of improvement to address future needs. The study will:

  • Identify an effective management strategy to limit the volume and frequency of untreated wastewater discharges into the Thames River and receiving streams;
  • Consider options for how the frequency and volume of sewer system overflows can be reduced; and
  • Incorporate a cost-benefit analysis to support prioritization of pollution source reduction options

The PPCP will ultimately develop a prioritized 5-year action plan that outlines remediation activities and strategies to proactively manage the wastewater system in the City of London, while demonstrating that the wastewater system meets the requirements set out by the Ministry of the Environment, Conservation, and Parks (MECP).

How is this study conducted?

This study will be performed as a Master Planning Study, satisfying Phases 1 and 2 of the Municipal Engineers Association Class Environmental Assessment process (October 2000, as amended in 2007, 2011, 2015, and 2023), which is an approved process under the Ontario Environmental Assessment Act.
