Public Participation Meeting Process

A Provincial Stay-at-Home Order and Province-wide shutdown is in effect for London. In alignment with these measures, the Public Participation Meeting process has been modified to protect the health and well-being of members of the public and City employees during the pandemic.

Anyone wishing to speak at a Public Participation Meeting can do so virtually, using Zoom online or by phone. Pre-registration is required.

Please note:

  • Members of the public are required to pre-register to speak at the public participation meeting.  To register this must be requested no later than 9:00 a.m. the day of the meeting.  Speakers will be limited to five minutes of verbal presentation.
  • Registered speakers will be given the information to connect to the Zoom meeting and will also be able to present by phone.
  • Pre-register by calling 519-661-2489 ext. 7100 or by emailing PPMClerks@london.ca.  Please indicate the meeting and item when contacting the Clerk’s Office.  Directions on how to participate will be provided upon registration.
  • Members of the public can also participate by submitting written communications to the committee or to Members of Council prior to the meeting.

Pre-registration is only required for those wishing to speak at a Public Participation Meeting.

 

Council and Standing Committee Meetings will continue; however, City Hall will be temporarily closed to the public for in-person attendance at these meetings. Live streaming of Council and Standing Committee Meetings will continue to be available via the City of London’s website or YouTube.

526 Oxford Street East – The purpose and effect of this Official Plan and zoning change is to permit a personal service establishment with a minimum of 4 parking spaces.  Possible amendment to the 1989 Official Plan FROM Multi Family Medium Density Residential TO Multi-family, Medium Density Residential with a specific area policy to allow a personal service establishment with a maximum 140m2 floor area. The intent is to align the 1989 Official Plan policies with The London Plan policies that apply to the site. Possible change to Zoning By-law Z.-1 FROM a Residential R3/Office Conversion (R3-1/OC5) Zone TO a Residential R3/Office Conversion Special Provision (R3-1/OC5 (*)) Zone to permit the conversion of 140m2 of existing office use to personal service use with a minimum of 4 parking spaces for all permitted uses and all other zoning requirements as existing. 1 Commissioners Road East – The purpose and effect of this Official Plan and zoning change is to permit three mixed-use buildings with two, 8-storey mixed use buildings with at total of a total of 157 residential units and 826m2 of non-residential gross floor area and parking spaces provided in underground and above-ground facilities. Possible amendment to the 1989 Official Plan to ADD a Specific Area Policy to permit mixed-use buildings with a maximum building height of 8-storeys (28 metres) and a maximum density of 233 units per hectare. Possible change to Zoning By-law Z.-1 FROM an Office Special Provision (OF5(2)) Zone TO a Business District Commercial Special Provision Bonus (BDC(_)*B-_) Zone. Special provisions would identify the Commissioners Road East frontage as the front lot line; permit a minimum interior side yard setback of 0.8 metres, whereas 14 metres is required; permit a minimum rear yard depth of 1.1 metres, whereas 14 metres is required; a minimum parking rate of 1 space per residential unit, whereas 1.25 spaces per unit is required; and a minimum parking rate of 1 space per 20 square metres of non-residential gross floor area, whereas 1 per 15 square metres of gross floor area is required. The proposed bonus zone would permit a maximum building height of 8-storeys (28 metres) and a maximum mixed-use density of 233 units per hectare in return for eligible facilities, services, and matters, specifically affordable housing outlined in Section 19.4.4 of the 1989 Official Plan and policies 1638_ to 1655_ of The London Plan. Upcoming Public Engagement Opportunities for Adelaide Street North – CP Grade Separation ("Adelaide Underpass")

The City of London is preparing to reconstruct Adelaide Street North from Elias Street to 80m North of McMahen Street, as well as Central Avenue from William Street to Elizabeth Street and sections of the other side streets beginning in fall 2021. This will include upgrading underground infrastructure (storm and sanitary sewers, and watermains), an underpass beneath the CP Rail tracks, nearby intersection improvements, and active transportation connections with wide multi-use paths added on both sides of the roadway on Adelaide Street North.

 

The City is hosting an online public engagement meeting on Wednesday, April 21, 2021 at 5 p.m. to provide an update on the project and present the latest designs. This meeting will be followed by a two week engagement period.

A link to the online meeting will be posted at getinvolved.london.ca/adelaide.

The presentation will be a chance to:

  • get an update on the project
  • view visualizations of road improvements planned for the area
  • learn more about construction plans
  • participate in a question and answer period with the project team

 

All of the latest information on the Adelaide Underpass project will be made available on the City’s Get Involved website at getinvolved.london.ca/adelaide.

We recognize that not everyone will be able to access this information online. The project team is also available for in person meetings by appointment, from April 22 to May 7. We will be following all health precautions, including the requirement to wear a mask. Anyone feeling unwell is asked to postpone their request to meet in person.

he City of London is hosting a pre-recorded online Public Information Centre where you can learn more about the Pottersburg Sanitary Trunk Sewer replacement and realignment. The Online Public Information Centre will be made available for you to view on the website listed below from April 1 – April 30, 2021. The City is carrying out a Schedule ‘B’ Municipal Class Environmental Assessment (EA) study to identify the preferred Pottersburg Sanitary Trunk Sewer realignment. The purpose of this Public Information Centre is to inform you of the findings of the Environmental Assessment, and answer any questions or concerns put forward about the project.
