Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, May 9, 2022.  During the COVID-19 emergency, Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. O-8978 – Victoria Park Secondary Plan The City of London has prepared a Secondary Plan for lands generally defined as properties fronting onto Clarence Street, Central Avenue, Wellington Street, and Dufferin Avenue, around Victoria Park. The purpose of this Secondary Plan is to establish a policy framework to guide the future development of the lands surrounding Victoria Park that is more detailed than the policies in the 1989 Official Plan and The London Plan. The Secondary Plan will provide a framework for the evaluation of future development applications on these properties. Possible amendments to Sections 20.2 and 20.3 and Schedule D of the 1989 Official Plan and Policy 1565 and Map 7 of The London Plan to add the Victoria Park Secondary Plan as a new Secondary Plan. Modifications may also be required to Policy 3.5.4 in the 1989 Official Plan and Policies 1033-1038 in The London Plan, which provide specific guidance for the Woodfield Neighbourhood. The Secondary Plan has been prepared based on feedback received from the Draft Secondary Plan and will be presented to the Planning and Environment Committee for consideration and adoption at the time and place noted above. NOTICE OF REVISED APPLICATION

723 Lorne Avenue and 25 Queens Place – The purpose and effect of this application would be the creation of a residential subdivision on the remaining undeveloped portion of the former Lorne Avenue Public School site. The applicant has submitted a revised Draft Plan of Subdivision (39T-21504). The original Notice of Application was published in the Londoner on September 16, 2021. Consideration will be given to the Draft Plan of Subdivision which consists of twelve (12) lots for single detached dwellings in accordance with the existing approved zoning and an extension of Queens Place north to Lorne Avenue. The application was revised to maintain exiting easements in favour of adjacent properties, and based on the recommendations of a Transportation Impact Study regarding the design and function of Queens Place extension. 18 Elm Street – The purpose and effect of this Official Plan and zoning change is to permit a 4-storey mixed use apartment building with 42 units, 1300 sq. m of non-residential community uses on the ground floor including a day care.  A bonus zone with permission for 100 units per hectare of density in exchange for a specialized affordable housing approach including supports through a bonus zone is proposed as is the establishment of the northern portion of the site as a public park through an Open Space zone. Possible amendment to the Official Plan from Low Density Residential to Medium Density Multi-Family Residential. Possible amendments to the London Plan and The Official Plan to provide site specific provision to allow for the development. 6092 Pack Road – The purpose and effect of this zoning change is to permit a cluster townhouse development which will include: the retention of the existing 20th-Century Farmhouse as a single detached unit; five (5) 2.5-storey townhouses totalling 33 dwelling units; a 3.5-storey back-to-back townhouse building containing 6 dwelling units and a maximum density of 41 units per hectare. Possible change to Zoning By-law Z.-1 FROM an Urban Reserve (UR3) Zone TO a Residential R6 Special Provision (R6-5(*)) Zone. Special provisions are requested to permit: a reduced interior side yard of 2 metres for both sides of the 10 Unit Townhouse instead of 6 metres; reduced western interior side yard of 3 metres for the 3 Unit Townhouse instead of 6 metres; reduced eastern interior side yard of 3 metres for the 4 Unit Townhouse instead of 6 metres; reduced western interior side yard of 3 metres for the 6 Unit Townhouse instead of 6 metres; and a maximum density of 41 units per hectare whereas a maximum of 35 units per hectare is permitted. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

The Civic Works Committee will be holding a Public Participation Meeting to receive delegations and their comments regarding an extension to the bike locker rental fees as part of By-law No. A-57 being “A bylaw to provide for Various Fees and Charges”.
