Ontario's current COVID-19 response framework for reopening the province has been paused.  A provincewide shutdown is in effect as of Saturday, April 3.  In alignment with this shutdown, the Public Participation Meeting process has been modified to protect the health and well-being of members of the public and City employees during the pandemic.

Public Participation Meeting Process

City Hall is currently closed to in-person participation.  Anyone wishing to speak at a Public Participation Meeting can do so virtually, using Zoom online or by phone.  Please note:

  • Members of the public are required to pre-register to speak at the public participation meeting.  To register this must be requested no later than 9:00 a.m. the day of the meeting.  Speakers will be limited to five minutes of verbal presentation.
  • Registered speakers will be given the information to connect to the Zoom meeting and will also be able to present by phone.
  • Pre-register by calling 519-661-2489 ext. 7100 or by emailing PPMClerks@london.ca.  Please indicate the meeting and item when contacting the Clerk’s Office.  Directions on how to participate will be provided upon registration.
  • Members of the public can also participate by submitting written communications to the committee or to Members of Council prior to the meeting.

City Wide – Encouraging the Growing of Food in Urban Areas - The purpose and effect of the London Plan, Official Plan and zoning changes are to make it easier to grow food in the urban area of the City by removing, adding or changing existing policies and regulations which currently prevent that from happening. Council adopted the Urban Agriculture Strategy in November 2017 which includes a number of actions subdivided into categories involving Growing, Processing, Distribution, Food Recovery & Loss and Education & Connection to make it easier for people to grow their own food and provide access to fresh food for other City residents. This project focuses on the “Growing” component of the Strategy. Implementation of the Strategy is urban agriculture community driven and is generally confined to lands within the Urban Growth boundary (UGB). The intent of the changes is to make it easier to grow food outdoors, inside buildings, allow for more greenhouses in more areas and other initiatives to allow the growing of food. 537 Crestwood Drive – The purpose and effect of this zoning change is to permit one additional single detached dwelling within Condo Corporation No. 816. Possible change to Zoning By-law Z.-1 for the entire property FROM a Residential R6 Special Provision (R6-2(13)) Zone and an Urban Reserve (UR1) Zone TO a new Residential R6 Special Provision (R6-2(_)) Zone to include existing special provisions, new special provisions to accommodate the new dwelling, to include minor variances previously permitted, and to recognize the existing rear yard depth for the existing accessory structure. New special provisions requested include: a reduced rear yard depth for the new dwelling of 3.73m in place of 4.0m; and a minimum rear yard depth for the existing accessory structure of 1.2m in place of 3.6m. Existing permissions proposed to be carried forward to the new zone include: a minimum lot frontage on Crestwood Drive of 10.0m; a reduced minimum east interior side yard depth of 1.2m; a maximum accessory building height of 7.0m; and a minimum south interior side yard depth of 1.2m for an accessory building. The City may also consider a reduced maximum building height for the new dwelling, and the modification of the existing Residential R6 Special Provision (R6-2(13)) Zone in place of deleting and replacing it with a new Residential R6 Special Provision (R6-2(_)) Zone. 1830 Adelaide Street North The purpose and effect of this zoning change is to permit an increase in total commercial gross floor area and in maximum gross floor area for individual stores. Possible change to Zoning By-law Z.-1 FROM a Neighbourhood Shopping Area (NSA1/NSA2/NSA5) Zone TO a Neighbourhood Shopping Area Special Provision (NSA1/NSA2/NSA4(_)/NSA5) Zone. The requested amendment would allow an overall maximum gross floor area of 5,104m2 and a maximum of 952m2 of gross floor area for individual commercial uses, and would facilitate the development of an additional unit on the existing commercial development. COMMUNITY INFORMATION MEETINGS – NON-STATUTORY

This meeting is a non-statutory community information meeting which the City’s Planning Department at times convenes when, in the opinion of the Managing Director, Planning and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application. The City is carrying out a Schedule ‘B’ Municipal Class Environmental Assessment (EA) study to identify the preferred Pottersburg Sanitary Trunk Sewer realignment.
