185 Queens Avenue Redevelopment - Request for Qualifications Issued

The City of London is beginning the procurement process to find a developer to partner with the City to redevelop the municipal surface parking lot at 185 Queens Avenue.

A Request for Qualifications has been issued and interested developers are invited to submit responses that demonstrate interest and capacity to repurpose the site for a mixed-use development including a multi-level municipal parking structure.

The redevelopment of 185 Queens Avenue is intended to expand public parking in the central downtown to meet future demand by providing a greater number of public parking spaces than currently exist on site as well as providing higher-order secure public bike parking. Redevelopment is also intended to make better use of a downtown site in a way that is consistent with the policy direction in The London Plan and Our Move Forward: London’s Downtown Plan by promoting downtown intensification.

As the site is in the Downtown Heritage Conservation District, this development will need to be compatible with the Downtown Heritage Conservation District as well as incorporating elements of sustainable building design and support Transportation Demand Management, in line with Council declared Climate Emergency.

The procurement process consists of two stages including the Request for Qualifications followed by a Request for Proposals process. Respondents selected through the Request for Qualifications process will be invited to submit to the subsequent Request for Proposals.

Interested applicants are invited to submit their response electronically through the bids & tenders system by February 24, 2020.
