DC Funded Infrastructure

The Development Finance Group DABU administers claims and reimbursements for Development Charge funded works in accordance with Schedule 7 of the DC By-law.   A Procedural Manual was prepared as an internal training document for City Staff to bring a level of consistency to administrative decisions and improve understanding around the implementation of Schedule 7.  The Procedure Manual is available for review through this online resource but is intended for use by City Staff.  All inquiries regarding Schedule 7 of the DC By-law by a third party should directed through the Development Finance Group.

Development Finance leads the preparation of Development Charge Background Studies which are required under the DC Act no less than every five years.  The last full Development Charges Background Study was completed in 2009 and the current DC By-law came into effect on August 4, 2009.  The link below provides important background information and key documents involved in creating the 2009 Development Charges Background Study and DC By-law.

Growth Management Implementation Strategy (GMIS)
The purpose of the City's GMIS is to coordinate growth infrastructure with development approvals and guide the pace of growth across the City.  The GMIS aims to define an orderly progression for development charge works by considering the cost-effectiveness of infrastructure investments, timeliness and location of development and provincial policy statement growth targets.  Annual updates to the GMIS are planned to adjust the schedule for works to align with growth needs.  The Development Resource & Policy Group in DABU leads the annual GMIS Update process.  For more information or to find out how you can participate in future GMIS Updates, please contact Development Resource & Policy.
