Plan
The public meeting for the Downtown Master Plan, scheduled to be heard
before the Planning and Environment Committee on Tuesday, May 28, 2013,
item not to be heard before 6 p.m., has been postponed. This meeting

360 Crumlin Sideroad – The purpose and effect of this zoning
change is to facilitate the severance of the subject property into four
large residential lots. Possible change to Zoning By-law Z.-1 FROM a
Residential R1 (R1-17) TO a Residential R1 (R1-15) Zone to permit single
detached dwellings.

122 Wortley Road – The purpose and effect of this zoning change
is to permit an 8 unit 3 storey apartment building to replace the

detached dwellings, semi-detached dwellings, duplex dwellings and
converted dwellings, TO a Residential (R8-4) Zone which permits

Special Provision/ Residential R7 (R6-5(5)/R7•D35•H12) Zone which
permits single detached, semi-detached, duplex, triplex, and fourplex
dwellings, townhouses, stacked townhouses, apartment buildings, senior
citizens apartment buildings, handicap persons apartments buildings,
nursing homes, retirement lodges, continuum-of-care facilities and
emergency care establishments at a maximum density of 35 units per
hectare and a maximum height of 12m, TO a Residential R6 Special
Provision/ Residential R7 (R6-5(5)/R7•D75•H18) Zone to increase the
maximum density and height for apartment buildings, nursing homes,
retirement lodges, continuum-of-care facilities and emergency care
establishments to 75 units per hectare and 18m respectively.

Notice of Intent to Remove a Holding Provision
City Council will consider removing the Holding Provisions as applied to
the lands described below at a future Council Meeting. Council will not

19 Wistow Street - City Council intends to consider removing the
holding (h-5) and (h-91) provisions which were put in place to ensure
that development takes a form compatible with adjacent land uses through
a public site plan meeting (h-5), and that urban design is addressed
through site plan approval and a development agreement is entered into
(h-91). Council will consider removing the holding provision(s) as it

City of London 2030 Transportation Master Plan –
Smart Moves -Notice of Completion -
The City of London has completed Smart Moves, the City’s Transportation
Master Plan (TMP). The plan outlines the long term transportation vision
for the City and identifies the transportation facilities, services and
policies to guide the City’s transportation and related land use
decisions through to 2030. The TMP is focused on improving mobility for
residents of the City by providing viable choices through all modes of
travel. The recommendations are primarily designed to provide
sustainable transportation infrastructure, support a green and growing
city and in doing so, support a strong economy, in accordance with the
growth management policies of the Official Plan.
The study was conducted in accordance with the master planning process
following the requirements of Phases 1 and 2 of the Municipal Class
Environmental Assessment process (October 2000, as amended in 2007 and
2011) , which is an approved process under the Ontario Environmental
Assessment Act. While the TMP identifies the need and justification for
the recommended works at a broad city wide level, further detailed study
for each of the Schedule B and Schedule C projects identified in the TMP
will be completed in subsequent studies as per the Municipal Class
Environmental Assessment process. A thorough public consultation program
was undertaken as part of this study. The TMP with recommendations was
presented to the Civic Works Committee on June 19, 2012 and approved in
principle pending the 30 day public review period that commences with
issuance of this Notice. The TMP will be made available for public
comment on the City of London website: www.london.ca/smartmoves and at

Sarnia Road Widening Class Environmental Assessment
and Preliminary Design
Wonderland Road North to Sleightholme Avenue - Notice of Completion of
Environmental Study Report - Dillon Consulting Limited was been retained
by the City of London to complete the Class Environmental Assessment
(EA) and Preliminary Design for widening Sarnia Road, from Wonderland
Road North to Sleightholme Avenue. Based on the findings of the study,
the following is proposed:
• Widen Sarnia Road to five lanes, from Wonderland Road North to
Sleightholme Avenue.
• Provide on-street cycling lanes.
• Provide noise barriers, as required based on the City’s Noise Barrier
Retrofit Policy.
The study was completed following the requirements of a Schedule C
project, as outlined in the Municipal Class Environmental Assessment
(2007). The Environmental Study Report (ESR) that has been completed for
this project is available for a 30 day review period starting May 23,

Notice of Completion - Hamilton Road East Widening
Municipal Class Environmental Assessment Commissioners Road / Old
Victoria Road to Veterans Memorial Parkway
Stantec Consulting Ltd. has been retained by the City of London to
complete the Municipal Class Environmental Assessment (Class EA) study
for the widening of Hamilton Road from Commissioners Road / Old Victoria
to Veterans Memorial Parkway. The Environmental Assessment recommends
the future widening of Hamilton Road, along with the immediate
operational improvements at the intersection of Hamilton Road /
Commissioners Road / Old Victoria Road to accommodate the area’s
industrial growth. Intersection improvements include the introduction of
a roundabout at Commissioners Road / Old Victoria Road. This study is
being conducted as a Schedule C project in accordance with the Municipal
Class Environmental Assessment dated October 2000 (as amended in 2007).

Notice of Completion – Sunningdale Road
Improvements – Wonderland Road North to Adelaide Street North Schedule C
Municipal Class Environmental Assessment -
The City of London, through its consultant AECOM Canada Ltd, initiated a
Municipal Class Environmental Assessment (Class EA) study for
improvements to Sunningdale Road from Wonderland Road North to Adelaide
Street North. The Class EA was conducted in accordance with the
requirements for Schedule “C” projects as described in the Municipal
Engineers Association’s “Municipal Class Environmental Assessment (EA)”
document (October 2000 as amended in 2007 and 2011). The Class EA
process included public, agency and Aboriginal consultation, an
evaluation of design solutions, assessment of potential impacts and
mitigation measures. The recommended design solution consists of a
four-lane road cross section from Wonderland Road to Adelaide Street
with a roundabout for traffic control at the intersections of
Sunningdale Road and Wonderland Road and at Sunningdale Road and
Adelaide Street. The Sunningdale Road and Richmond Street intersection
will remain signalized with the addition of left and right turn lanes.
The Environmental Study Report will be placed on public record on May
16, 2013 for thirty (30) calendar days to be reviewed by members of the
public and/or any other interested party at the following locations;

Notice of Completion - Municipal Class
Environmental Assessment (EA) – Schedule B- Storm/Drainage and Storm
Water Management Remediation and Servicing Works for Dayus Creek
Drainage Area -
The City of London is conducting a Municipal Class Environmental
Assessment (EA) Study to evaluate and identify the storm/drainage and
stormwater management remediation and servicing options for the Dayus
Creek drainage area. The City has retained Delcan Corporation to
complete this Municipal Class EA study in accordance with the
requirements for Schedule ‘B’ projects as described in the Municipal
Engineers Association’s “Municipal Class EA” parent document (October
2000 as amended in 2007 & 2011) under the Environmental Assessment Act.
As required by the Class EA process, an agency/public consultation
process was completed, seeking input from residents, the general public,
review agencies and First Nation communities. A Public Meeting was held
on November 21, 2012 for stakeholders to provide their input into the
project. The EA Study recommended Private Permanent Systems as the
prefered servicing option for the undeveloped lands within Dayus Creek
drainage area. Main components of the preferred solution include:
• Detain 1:100 year volumes and attenuate peak flows on lands as the
develop;
• Variety of storage methods: storage on rooftops, parking lots,
landscaped areas, and underground;
• 70% TSS removal through oil and grit separators;
• Safely convey flows up to 1:250 year event peak flows; and
• Trunk Sewer to be upgraded at the end of the existing lifespan.
The EA Report has been completed and by this notice, is being placed in
public record on May 9, 2013 to be reviewed by the public or any other

Notice of Study Commencement and Public
Information Centre 1 – Southwest Area Sanitary Servicing Master Plan -
The City of London has retained Stantec Consulting Ltd. to conduct
the Southwest Area Sanitary Servicing Master Plan to evaluate interim
and ultimate sanitary servicing strategies for the Lambeth, North
Lambeth, North Talbot and Bostwick West neighbourhoods, as well as
adjacent external lands that may impact ultimate servicing. These lands
are within the western portion of the Southwest Area where significant
development growth is anticipated to occur within the 20-year horizon.
Additionally, this project will follow a Schedule B Municipal Class
Environmental Assessment (EA) process to evaluate the function of the
Southland Pollution Control Plant (PCP). The recommendations of the
study will be incorporated into the citywide 2014 Wastewater Servicing
Master Plan Update and Development Charge Study. The project is being
conducted as a Master Plan under the Municipal Class EA process for
Municipal Water and Wastewater Projects (Municipal Engineer’s
Association, as amended in June 2007 & 2011). Under this process, agency
and public input is invited for incorporation into the planning and
design. The first Public Information Centre to introduce this project
will be held Wednesday, May 15, 6:00 p.m. – 8:00 p.m., Open House format
